To my knowledge, I don't believe there is a 'converter' that will allow that cable assembly to plug to a standard USB3 pin header at the board level. At the time, we decided to use that connector as it had very good signal quality properties and it was similar to connectors used on other Lenovo platforms.
30-series ThinkStations that support front panel USB3 ports utilize a proprietary connector at the motherboard level, as shown in your pic below.
